如何进行企业环境管理体系认证咨询

一：目标
     通过双方共同努力、积极协作，在合同期内，使企业按ISO14000标准的要求，建立健全管理体系，规范企业的管理运作、提高管理水平，并通过第三方管理体系认证，获得管理体系认证证书。
     二：内容
     咨询机构依据选定标准的有关要求，结合企业的实际情况，指导企业建立健全环境管理体系，其中包括：
     1、为企业提供 ISO14000标准基本知识培训、环境管理体系文件编写培训以及内部环境管理体系审核员培训；2、指派专家对企业的管理运作进行调研，确定环境体系框架，进行总体策划；
     3、指导企业编写环境管理手册及体系程序，并进行审改；
     4、指导企业完善环境管理体系相关文件，保证体系的协调性和有效性；
     5、指导并参加企业进行的内部环境管理体系审核，提出问题和改进建议；
     6、对企业的环境管理体系进行符合性审核，提出符合性审核报告；
     7、协助企业选择权威的环境管理体系认证机构。
     三：步骤
     咨询项目共分四个阶段进行：
     1、派专家到企业了解基本情况，提供基础培训，经充分协商制定认证咨询工作计划；
     2、制定出管理手册和体系程序文件的编写要点，指导企业编写手册和程序文件并进行审改；
     3、指导企业有效实施环境管理体系文件，指导并参与内部体系审核，指出问题，提出改进建议；
     4、对企业的环境管理体系进行符合性审核，指导企业申请第三方体系认证。
     四：配合
     1、企业应按咨询机构要求提供适宜的资源；
     2、企业应以提高自身管理运作为出发点对待环境管理体系认证工作；
     3、企业各级人员应通力配合咨询机构的咨询活动；
     4、在咨询过程中，企业不宜对组织机构和管理模式作重大调整；
     5、双方严格执行经充分协商的认证咨询工作计划。
     五：保密要求
     1、双方应严格保守各自及对方的经营和技术秘密；
     2、咨询人员必须对企业的经营和技术文件保密，用后立即归还；
     3、企业未经许可，不可转借咨询所产生的结果性文件；
     4、咨询合同终止后，保密要求仍然有效。
     六：时间6-10个月，并视企业规模、基础和配合情况确定。
